The House Plan for Tax Brackets
The House Plan for Tax Brackets includes a number of significant changes to the US federal income tax code. It calls for a complete overhaul of the individual and corporate tax rates, as well as other deductions and credits. The most notable feature of the plan is the reduction in the top tax rate from 39.6% to 25%. This would provide relief to businesses and individuals making over $400,000 in taxable income. The plan would also eliminate the 3.8% net investment income tax, often referred to as the ObamaCare tax.
The House Plan would expand the number of tax brackets from seven to four, with each bracket having its own tax rate. The new rates would be 12%, 25%, 35%, and 39.6%. This adjustment would shift the majority of the tax burden away from lower and middle-income taxpayers, and onto the wealthiest individuals and corporations. Those in the highest income bracket, earning $500,000 or more, would face an effective tax rate of 33%.
Tax Credits and Deductions
In addition to the changes to the tax rates, the House Plan offers several tax credits and deductions to encourage increased investments and slower spending. A new 6% corporate tax credit would apply to new investments in machinery and equipment, and a $2,500 tax credit would be offered for each new full-time employee. The plan also creates a new childcare tax credit, which would apply to up to $1,500 in expenses for unmarried households and up to $3,000 for married households. Similarly, a new tax deduction would be available to single filers making up to $150,000 and joint filers making up to $300,000 for student loan interest, investment advisory fees, and tuition costs.
Other Changes
The House Plan would maintain the current deductions for mortgage interest, as well as charitable giving and foreign income. It also proposes to double the Child Tax Credit, as well as expand the earned income tax credit. Finally, it would repeal the alternative minimum tax, which is designed to keep wealthy taxpayers from exploiting too many deductions and credits.
